Chelsea are being ruled out of signing a number of targets we and others have reported as being on our shortlist so far. The reasons for this is that either the transfer fee being quoted to Chelsea is far too high, or the player themself has said no to a move to Chelsea and would prefer to join other clubs with European football on offer.
