Great question! In all honesty, the world of football is so interwoven and connected, most clubs can talk to any agent they want within a few degrees. Most of the time, you'd contact the DOF/Sporting Director to discuss a player transfer, although there have been exceptions if owners take more active roles - such as Jean-Michael Aulas at Lyon.
